which operating system are you running ? if its windows 95 it might be kernel32.dll, or if its something else (98 etc )
1) start---> programs menu ---> accessories menu ---> system tools menu ---> system information
2) goto to tools and select system file checker, insert you windows cd into the cd-rom exit the autostart and then run the system file checker and this will replace any missing files restart and see how it goes.
If you are in windows95 then u should goto to the windows95 section at http://www.microsoft.com and goto to the download center and download the fix for kernel32.dll and hte other one whic hi forgot its name ;)

msnp32.dll is a dynamic link library, this particulare
.dll containd the source code for microsoft network provider 32 bit application. .dll's are there for the OS also so that personal users can not play around with the source code which is copyright and top secret!

sorry help seeker but u seem to have so many errors with ur PC. if i was in ur shoes and couldn't fix all the problems i would:

a: try to remove the extra coding from the config.sys <-- which helps sometimes!
b: reinstall wondows
c: format the PC <-- ahhhhh, it gives u such a nice feeling ;)

Get the CD from someone or buy the "backup" copy from any computer shop and run system file checker like i said b4. Goto your search engine (yahoo or lycos or whatever). Type this :
download msn32.dll

click the search button and something should turn up.
