What happens to a Muslim man when he sees the uncovered ankle or face or hair or wrists etc of a Muslim woman?

Depends.
He must not keep looking, and covers her (in the case of a woman being naked because of an accident)
He must not keep looking, and ask her to cover (if she wasn't aware of it).

In most cases nowadays, he must not keep looking, and ignore her, rejecting that deed of her in his heart.

The Qura'nic order is to lower one's gaze, i.e: look away and don't stare.

Say to the believing men that they should lower their gaze and guard their modesty: that will make for greater purity for them: And Allah is well acquainted with all that they do.
--Surat al Nur (Light/Chapter 24), verse 30.

The prophet PBUH also spoke for lowering the gaze stating that the eye's 'adultery' is not lowering the gaze.

I remember during the Victorian era women were not suppose to show their ankles. They wore those long dresses that reached down to almost their toes. Interesting.

anyway its an etiquette of muslim men not to stare at a woman's body parts.

Of COURSE a woman's face is fine to look at since a woman (whether she follows the Islamic dress code or not) would keep it revealed. How else are you supposed to talk to her?

I think that if he looks once, it's ok, but when he turns deliberately to look again - that's when he's sinning (Of course, this is referring to the "3awra" parts only).
