No idea where you can get Ihram from Muscat.
You'll find tons of shops in Mecca and just before you enter Mecca that sell Ihram and any accessories (belts, slippers, etc.). That's where we bought our Ihram when we were going, we went in our car. We found a place that sells that stuff just before Mecca and a small motel next to it so we rented a little room, made Ihram and set off to Mecca.
For a man, it is not compulsary to FULLY cut the hair but it is 'mostahab' so far as I know. When I did it, I cut only a small portion of my hair, not all of it. But during Ihram, you obviously can't cut hair, nails or wear makheet (sown clothes) or anything of the sort, I'm sure you're aware of that but just saying it for the sake of saying it :D
Also from my understanding, women are supposed to wear non-attractive clothes or preferrably white clothes, with hijab as their ihram clothes. I remember hearing a scholar who said that niqab is not preferred during Hajj and is makrooh and hijab is best. But you can refer to some websites on the net like islamonline.net, for more info!
Last but not least, this will possibly be the greatest experience of your life. It's an unbelievable feeling when you first see the Ka'aba, as if you feel at home at last...I did my umra after Fajr prayer and I really reccomend you do it at that time, it's just an amazing time. May Allah accept your Umra, ameen! :)
I think that I know pretty well about Umra because I have went to Umra 15 times in my 15 years (yes I'm 15) and to Hajj once, thanks to god. Say Mashallah :P
Umra is very easy and does not require a contractor.
Just book flight tickets, hotel rooms, and if you want, airport transportation.
Unless you're travelling with a big family 5+, you won't need airport transportation, just find yourself a taxi from the many taxis in the airport.
I think they have Ihram in Mehdi stores, but you will find everything you need in Mecca.
As for women, a plain Abaya is suitable.
For you, you do not have to shave your hair off, just a few hairs will be all right, or you can even just clip your nails, that will be sufficient.
Shaving your whole hair is only required in the first Hajj.
Any more info needed?
