Well.
1. The Bush administration is highly critical of the notion of global warming.
2. Because it is critical of global warming it suppresses further research into the phenomenon.
3. Less/limited research leads to inaction against environmental disasters.
4. Because of this inaction, Burma was not prepared to handle a cyclone of dangerous proportions.
5. Because Burma was not prepared, and because the Bush administration does not endorse the concept of global warming, then obviously, the US is to blame for the Burmese cyclone and the damage and destruction it has caused.
