Take a look at this, received in my father's personal spam collection:

Att:

I am Mohammed Bin Salim, The Chairman House committee Payment and verification on foreign contractors and Foreign Affairs office of the presidency United Arab Emirates.

In regards to series of petition we receiving from Foreigners especial United State Government and other countries on how African government usually don’t pay them their contract funds, And other Debts onwed them by the Government based on this the African Government made a through investigation to ascertain the cause and find out that there are some officials that co-operate with outsiders to extort money from foreign contractors.

So the United Nations then held a meeting and made a resolution that all foreign contractors and those that are waiting their draft payment to be paid by Cash through foreign office in Dubai in other to beat those fraudsters in Africa.

So be informed that the whole contractor's payment and Bank Drafts has been channelled to Dubai and those awaiting Draft payment has been converted to CASH Payment system through the government Off-shore payment office in Dubai.

Please do contact us via our email (foreignaffairs_ministrydept0@v.gg) if you have not received your money so that we will direct you to the off-shore office in Dubai that will pay your Fund Directly to your account. So for now you should stop further contact with anybody or office in Africa in respect to your contract fund or Bank Draft. And any money you send to Africa regard to your contract payment is at your own risk as you can only receive your fund through Dubai.

Waiting to hear from you.

This is obviously a "419 Fraud" such as we have all seen from Nigeria and various other mostly African countries (there are a lot from Serbia and surrounding countries too). But I've never seen one from the UAE before!

Have Nigerians moved to Dubai, or have our Dubaian friends seen a new business opportunity?! Who wants to give this dude a call and find out? ;)

I don't know how some people just buy it so easily. And many seem happy about it too lol. I know some one who printed the whole e mail ( Came from Nigeria ) and was thrilled about the idea of inheriting i don't recall how many millions lol. Really naiive, not the people who write the e mails but the ones who believe them.

yes it was a scam because 'the national lottery of madrid' (or whatever it was called exactly can't remember now) does not exist. and these people never participated in the lottery :p
