Oman Flour Mills at a Crossroads

Even though this company has witnessed a healthy growth in profits, in the past, at present there is a worry that the new General Manager is running against time. He knows that he has a limited time to execute his plans before any thing gets on his way. Right now, he is moving people line a chess player; he is re-organizing the whole structure, moving people out of his way to avoid any hindrance. He is targeting all the people who he feels can get in his way in order to make his mission a success. He is applying the doctrine of divide and rule, he has a determination to succeed not in the profit the company makes, but on how much he can swindle at the end of the day.

Everybody is alarmed by the trips he has made overseas in the short period he has been at the top, the trips are costly and not justified to the benefit of the company. His target is the allowance. The company provides first class tickets to all destinations. However, he manipulates the system by en cashing the first class ticket to economy class, pocketing the difference. Apart from all this his travel does not in any way benefit the company; rarely there is a feedback of any positive achievement.

This matter was supposed to be high-lighted (Reported) by the internal auditor, but unfortunately, they seem to be collaborating well for mutual benefits. The Internal Auditor, also, travels a lot with his family to Switzerland on company paid travels, at a higher grade allowance which is much higher than his Job Grade. It is surprising to see an Internal Auditor frequently travelling overseas on company paid business. The question is “What type of Internal Auditting he is suppose to be conducting abroad?” His job is in house auditing. I would also, like to mention that the Internal Auditor of Oman Flour Mills is also working for Al Batina Hotels, as their Auditor. He is also registered in their name at the Muscat Depository and securities registration.

Tactics that inflict widespread intimidation of Omani employees at Oman Flour Mills.

There is a vigorous internal debate, to Ali Habaj deliberate strategy of cruel and degrading methods. It appears to be based more on monetary agenda than facts. Ali is abusing everybody in the context of cut cost and work efficiency. He is mostly targeting Omanis by means of cruel, inhuman and degrading methods, and he is also doing so clandestinely, harsh treatment of employees is a daily routine. Evidence shows that abusive method is a conscious policy choice by Mr. Habaj to terrorise people to submission, if possible he wants a complete resignation of all Omani employees prior from August 2004.

He feels he needs to eliminate all who have knowledge about his intentions. It was a real shock when Ali openly told Omani employees that he has all the power, and authority he needs, and the green light from the Ministry of Manpower and Board of Directors to terminate Omanis as he wishes.

In the history of our company, and the great leadership of his Majesty, Sultan Qaboos Bin Said, with all the support we get from him, never had any one openly threatened his subordinates to such extent. There is a hidden agenda to intimidate people into submission, or a conceited program to slowly terminate all long serving, loyal and hard working Omanis in order to facilitate his personal gains. A good example is the secretaries. We believe, we have capable qualified Omanis for such posts, but when ever they apply, they are turned away instead to see inexperienced expatriate employed in the vacancies.

When Ali Habaj took the General Manager’s post, one and half year ago, unexpectedly, this was not merely on the basis of his performance, but by taking advantage on the situation that existed at that time. Even though, there was and still is a crisis of confidence in his leadership, as it is reflected in his arrogant policy which is getting out of touch, with the realities of day to day business, as he lacks a clear program that would take the company towards a specific and certain direction.

First and foremost, Ali has a very dark past, few people really know that he was deported from Oman within a short notice of time, and he was blacklisted. It’s so surprisingly as how he managed to come back to Oman, and went on to be the General Manager of a great organization? (Did he come back with a new Identity?)

A deceptive boss can prove to be a threat not only to his subordinates, but also to the organization he is working for. He is that a kind of boss who does not hesitate to use any kind of unethical means to get his work done.

He can claim undue credit for someone else’s work without batting an eyelash, and bully and sidelines other on his way to success. However, the task of exposing such a person becomes all the more difficult if he is deceptively professional, but nobody really knows the real him. Also, he is capable to perform well under stressful circumstances. It will only be in interests of an organization to realize that such an individual, who lacks compassion and is manipulative, cannot be an effective people, person. The existence of such a person should be a matter of serious concern for the employer, and the problem should be addressed immediately to avoid employee harassment and organizational damage.

The management of Oman Flour Mills (Board of Directors) should not remain complacent that there are no reports of grievances from employees, but should look deeper from unexpressed signs of harassment.

Ali Habaj has devised a number of ways to torture his employees, deny them leave when it’s badly needed, and make them work longer hours even when not needed. He falsely accuses them of being incompetent and even delay the much deserved pay hike or promotion. The employees have put up with his harassment, and have not approached higher bosses for want of substantial evidence, or fear of not getting a sympathetic hearing, and even losing their jobs as a consequence. Nevertheless, this problem like a festering wound keeps taking its toll of the employees. Until one day psychologically and emotionally wrecked someone loses his capacity to control him self and commits the unimaginable ……!!!

The Board of Directors should constitute a special panel to discuss how to deal with this cruel manager. It should impartially look into the matter, without being prejudiced by his achievements and contribution to the company’s progress. Every body wants to know the real reason for irrational behaviour. Prevention is always better than cure.

Before recruiting a person, Employers should look for signs of perversions in his mental make-up. They should not be carried away by his apparent, show of ambitiousness. A job aspirant should not be aloud to tilt the scales in his favour. as an ambition does not always express itself as a commitment and hard work.

There is a great concern with regards to events taken place in this organization. There is a high-tech conspiracy with regard to money. In the history of Oman Flour Mills, there was never salary adjustment of such extent, that a General Manager gets an increment of R.O. 1,500. There is also another scandal involving the General Manager. The Internal Auditor and the Finance Manager. The trio gave themselves each, three full salaries as a yearly bonus. This has never taken place in the past.

The big question is “Where did the money come from?”

The answer could be, the money was supposed to be the divided to the lower income employees, who are the backbones of the work force, hard working and hadly appreciated. Apart from that, the Internal Auditor has jumped three grades with adjustments of his salary, and an increase of R.O. 700. This is a clear indication that there is collaboration between the general Manager and Internal Auditor, as the increment of R. O. 700 was also backdated for a period of one year and lump sum of amount paid to him.

There is a double standard with regard to nationals (Omanis) Vis-Avis Expatriates. There has been a discontinuation of a lot of facilities with regard to Omanis, examples, medical facilities for family which has been terminated where’s for expatriates they remain the same, the get medical treatment for all family members. Housing facility is also a doubled standard issue. It seems that all cost cutting is meant for Omanis only. All these years and since the establishment of the company, the Omanis in senior positions were provided free housing. Now, it’s no more, where’s all expatriates are still provided furnished housing. Is there a clear justification?

As far as public money is concerned, it seems there is a blind eye towards what is happening in the company. We strongly believe that the Chairman and Board of Directors are aware regarding all this. They do have direct responsibilities to honour and protect the shareholders and the public wealth.

We hope the State Audit and authorities concerned will take a swift action to address this matter. The State Audit whenever they audit this company, they should not relay on the Internal Auditor’s records. Since he is also involved, they should take all finance records to get the clear picture.

We hope god willing to do something about it before it’s too late, and become a similar story like Former C.E.O. of National Bank of Oman, Mr. Aubin Hill, who siphoned money and left the bank in Ruins. It is a common knowledge that all of us will have to account for our deeds and actions. Ali Habaj should take time out to reflect now, before it’s too late. He is putting his telescope to his blind eye, which will see his policies somersault, once his intentions are revealed to the public.

Here there's a double level of allegations : as manager and as employer.
Actually with the new decrees on unions and strikes you can do something more than before.
In both cases [employee threats and money theft] you must have solid evidences before coming out with this.

Where there is smoke there could be fire ! But should there be a cross-posting of people in positions of power before they get rotten ? How long has this guy been on the realm ? No one is indispensable I guess !? I believe Mr Goodluck has a point to explain but as IceChai said this could be a wrong platform to express but then what do do you if the situation is like this ?:
