Maybe the photographer was pinned to this rotating wheel, where he photographed the whole bridge during a long span of time while he was being slowly rotated and tara, that was the result :p

Nah, I just think it was digitally altered.

It was taken by using the Panorama feature. 360 Degrees series photos of one view, like taking picture after another then combining them into one. However that one is 180 Degrees vertical panorama picture, half a vertical circle, from north horizon to south horizon. I hope I am not mistaken.

As nezitiC said, such photo they call it panorama. There is this lovely one of Mattrah at night. But, its in horizontal way.
