does the language rule is apply for rep system ?

Rule#13:Members Avatars:
The Administration and moderators have the right to ask a member to change his/her avatar if it is judged inappropriate or offensive. Disrespectable political or personal avatars will be removed immediately. what you mean by 'personal avatars' ?

Rule#4:Swearing: It is strictly forbidden to insult/swear at any admin./moderator/member and such action can lead to a warning. If a member complains about being insulted and rejects any apology from his/her aggressor, only then the Administration team will decide if a warning should be issued. After receiving 3 warnings, a member will be banned from the sabla.
NB: Racism and Bigotry should not be the theme of this Sabla.Insulting other races and nationalities will not be tolearted at all. Any member who does this will be under the action of the above rule.

(A1) Yes, it applies to whole sabla.

(A2) It means any avatar that the member chooses, weither made by him/herself or modified.

(Q3) its not only about the jewish, but about muslims as well. It's something that goes both ways. And yes the rule exists and is applied. Report, once you notice something.
