Sky News reporting referring, National Security Adviser Mowaffaq al Rubaie as follows,
National Security Adviser Mowaffaq al Rubaie denied reports a state of emergency.

"This is absolutely false. There is no state of emergency. It is only a curfew," he said.

Shamsery, simply cause there's no law and order and they are under occupation and in a civil war too. What current control does the "government" in Iraq have over the country (Except the so called green zone! and some of the oil fields).

In 2004, they announced a state of emergency for 60 days cause of the "escalating violence", nowadays the violence which kills an average of 10-20 people daily (atleast) is simply part of the way of life.
