yellow= they signed and said they would take this back to their respective countries for ratification ... ie: we'll think about
green= they have signed the agreement and ratified
white=we don't want any part of this ****
*=signed but have decided ... we don't want any part of this ****

Nations do not join or ratify ICC , it to done by state, Government.
