Commercial vehicle driving profession Omanised

HE Jumma bin Ali al Jumaa, Manpower Minister, yesterday issued a decision Omanising the

profession of commercial vehicle driving in the Sultanate.

The decision was made in implementation of the recommendations of the second forum on

national manpower employment held during the period from February 1 to 3, 2003.

It is also in line with the sectoral plans and their relevant procedures issued to boost

Omanisation and employment and enhance private sector role in providing job opportunities for Omanis.

The decision sets a timeframe for Omanising the profession. Private establishments are divided into three categories and each is required to meet a fixed Omanisation ratio. The decision also obliges private businesses to present to the Ministry of Manpower by August 15 each year their Omanisation plans as required by article 2 of the decision.

The decision applies to Omanising driving jobs in the three categories:

First category (7 tonnes or below):

By June 1, 2005 private sector establishments are required to achieve 100 per cent

Omanisation of the jobs of driving pick-ups, buses, trucks (7 tonnes or less), refrigerator lorries, ambulance vehicles, mobile workshop vehicles, fire-fighting equipment carriers, fuel tankers, water tankers, gas tankers, garbage/rubbish waste trucks, dust suction machinery, chemical material tankers, fuel waste tankers, gas transport vehicles and debris transport vehicles.

Second category: This applies to two types of heavy vehicles of more than 7 tonnes

Type 1: Omanisation of driving jobs should take place within three years, starting with 50 per

cent Omanisation in the first year, to be increased annually by 25 per cent to reach 100 per cent by the end of the third year.

It covers the following types of vehicles: Cement tankers, trailer, mobile mixers, tippers and

other trucks of similar load.

Type 2: Omanisation of driving jobs should take place within four years, starting with 50 per

cent in the first year, to be increased, by 10 per cent every year to reach 80 per cent by the end of the fourth year. This type covers cement trailers and crane trailers.

Third Category:

Type 1: Omanisation takes place within three years, starting with 40 per cent in the first year, to be increased annually by 10 per cent to a maximum of 60 per cent by the end of the third year. It covers mechanical machinery, forklift trucks, water well diggers, shovel trucks, motor graders, scrapers and road rollers.

Type 2: Omanisation takes place within three years, starting with 40 per cent in the first year

and increased 10 per cent every year to a maximum of 60 per cent by the end of the third year. This covers asphalt tankers, cement pumps and sewerage drainage tankers (septic tankers).

Private sector establishments are required to submit to the ministry their plans for Omanising

the said driving jobs by August 15 each year, at the latest. -ONA

...NOW:

What do u think about this step?

Don’t u think that we so much rushing into this…I mean could we planned for a more torence target like 50 % then strtt evaluate the trial.. cus for some young investors, hiring Omanis with higher salary/less skills at this stage is not really desirable ..! :shut:

For category-1: there is no time… its like ‘ just do it’..

I’m fully 100% with it Omanisation .. but we should pay attention to small bussuiness men who don’t have really budget to accommodate omanis as a driver for pick-up and lorries….

Ok lots of school leavers…but to make their career as drivers ..their chances of next step to improve their income r really minimum…compare to other omanised jobs..

but we are talking about at least 30,000 who leave secondary schools each year .. Its very wrong to start occupaying the higher level jobs because the number they take are way lower than the the number of low skilled jobs.

I understand your concern about lorry and pickup trucks .. and I think they should have given them time until end of the year .. werent they given warning before about these changes?

I understand ur point AP.. about the way we should fulfil the less skills job as we do for higher jobs.. to occupy the additional outtake of secondary schools..

I have no problem for other jobs as grocery shops and also as water tanker ..cus those r not static salary (and low salary) jobs .. ya3ni they can earn as much as they work effort, but something like a driver for a lorry or a pick-up for small market.. No… how much u think he gona paid ..120.. and that where we end up both the driver and the owner of that small institute not happy..

The things upsetting me sometime.. I go so big companies and agencies , i see something like acountants and travelling agency guys.. car agency…and there, u could see hundreds of foreigners and not touched by the Omanisaztion scheme….

But we all agree at least some timing is required …
