i don't know much about bluetooth, because i don't use it and i don't havy anything with it. but on the device you're trying to connect to be it a phone or whatever, i know on most phones you have to manually start bluetooth..there should be a menu item for it. Otherwise i can't help you sorry :(.

If your device is connected and drivers installed properly, then you need to enable "Turn discovery on" option so that other devices can find your laptop's bluetooth. Do you get a little blue icon in the system tray!? if so, double click on it and then click on the "Options" tab, you'll find the discovery option there.
Assuming you have WinXP Pro with SP2 and native bluetooth drivers installed.

If you go the to the device manager does the bluetooth hardware have a yellow icon? And did any software come with your laptop for using the bluetooth?
Checkout the manual ... that's what theyre for .

Clarify this:
1. What registery keys did you modify and why?
2. When do you get the error, is it when you try to search for bluetooth devices from your laptop?
3. When you turn on the bluetooth on the laptop, do you get a bluetooth icon next to the clock in the system tray?

Go to this link (http://h10025.www1.hp.com/ewfrf/wc/document?dlc=en&tool=solveCategory&lc=en&product=435618&cc=us&dest_page=solveCategory&docname=c00045315) and see if it helps or not. That troubleshooting page is for HP laptops equipped with an Intel PRO/Wireless 2200 (802.11b/g) with Bluetooth, just like yours.
