My neighbour told me that he had heard that; during the recent swams of grasshopers in the Northern Africa and Palestine the Mufti of al-Azhar 'issued' a 'FATWA' to Egyptian muslims to eat grasshopers  I've particularly not heard about his have you ?

Usually when you don't find an answer in the Naqlee(Quran, Hadeeth, Sunnah) then you search it in the Aqlee(Studies of the transmitted evidences done by scholars).
Probably in this case Fatwa was needed cause eating locusts was not necessary but :
al-Azhar has urged all Egyptians to "hunt the locusts and eat them to combat the crisis."
The newspaper quoted Abdul Hamid al-Atrash, the head of the Fatwa Commission in al-Azhar, as saying eating the locusts would "contribute actively in wiping them out, instead of the fear that has consumed the hearts of millions of people."
