It should last that long no worries... as long as you keep it maintained.
such system might cost around 150-200 possibly.
But what do you mean no OS!
And why dont you consider for example a
External HDD - MAxtor 160 GB
Manta, I would say go for AMD processors. Cheaper than Intel's yet as powerful and reliable if not better. If you are sure you want the PC to last 3-4 years I would say get yourself a 64-bit processor.

Hey guys, wanna hear my future plans for a computer? might give ya some inspiration :P. i'm planning this machine for next year sometime.
AMD FX-53 64 BIT - 1MB L2 Cache
ASUS MB with PCX (PCI Express) - not created yet but soon...patience :P.
DUAL GeForce 6800 PCX (2 of em in the one mobo, one for each half of the screen).
2 GB Dual Channel ECC Registered ram (required for 64 bit)
2 x 74GB SATA Raptor drives (@ 10,000 RPM) - 16MB Cache
Dual Gigabit Lan Cards (For Trunking)
This BEAST would cost about 1000 OR but dude, if this doesnt last a good 3 years nothin will. I'm also planning on a 22" lcd but thats probably later on...atm im using a 17" crt.
My current system Specs:
AMD Athlon XP 2400+
512MB RAM (Not Dual Channel) - one stick
GeForce 4 MX 440 SE (128MB)
ASUS A7V8X-X
80GB Seagate HDD - 8MB Cache
120GB WD HDD - 2MB Cache
Creative SB Live 5.1
Logitech Z-640 5.1 Speakers
Gigabit Lan Card
gettin old....here are my two server specs
Game Server:
AMD Athlon XP 2000+
512MB Ram (Not Dual Channel) - one stick
GeForce 2 MX 400 (64MB)
MOBO - Unknown, was a friends, he thought it was broken so have it to me
80GBWD HDD - 8MB Cache
No Speakers/Integrated Sound Card
10/100 Lan Card
Internet Server (Only 56k...for now)
Intel Celeron 800Mhz
Intel Motherboard (very old - 4 pci slots - no agp)
Integrated 8MB Graphics
20GB Seagate HDD - 8MB Cache
No Speakers/Integrated Sound Card
2 x 10/100 Lan card (For internet)
To link em up atm i use a 100mbit 16 port D-Link rack mount switch and Cat5e cabling. Maybe upgrading to Cat6 soon...
I use the game server for pretty much anything like programming with a workstation/server. I take it to lans as a server etc. I guess this is a pretty impressive setup but if i get the new comp the athlon 2400+ would become my prime server and i'd put the parts from the celeron in the second game server such as ram, network cards (can never have too many network cards) and the cd rom drives. I have about 2 spare cd-rw drives and 3 normal 50x drives. Cant put em in cause no more ide slots left :P, need an SATA card and HDD's.
All of my systems at the moment run Windows XP (some with SP2, Some without) but the Game server and Internet server i plan on porting to SUSE v9.1 which is currently being shipped to me, free novell package.
