to me I think its managment. Managment controls finance, marketing, HR .....

if you have a brillient manager, he could overcome problems.

Political Issues in my opinion could be the Major problem in any organisation.. sometimes the Management style will be suitable but political issues can definately lead to miscommunication, conflicts (which it sometimes does not mean a bad thing) to be incompetence to being low productive and loss of work interest and in the end everything could go down..
