What does the "falp" of a book mean ?is it the removable cover of hardcover books that I inquired about in another thread , or something else?

I think it's the inside of the jacket on a hard cover book. Usually hard cover books don't have any details of the book on the back of the jacket. You have look inside the jacket and read what the book is about. The back flap usually gives some information about the author.
